A person who is eligible to receive subsided training in all Smart and Skilled Programs (except Smart and Skilled Entitlement Apprenticeships and Traineeships Program) is a person who, at the time of enrolment in a qualification or course on the NSW Skill List or a “short course” with a Smart and Skilled provider.

- An Aboriginal or Torres Strait Islander student who does not live or work in NSW but lives in specific defined interstate NSW border area is eligible for government-subsidised training under Smart and Skill; and
- Is
- An Australian citizen; or
- A permanent Australian resident; or
- A New Zealand citizen; or
- A humanitarian visa holder or a partner visa holder whose sponsor is a humanitarian visa holder; and
- Is aged 15 years or older and
- Is no longer in secondary education – except for registered home school students.

NOTIFICATION OF ENROLMENT PROCESS
Information and evidence student must provide (such as consents and declarations the student must make) together with details of when such information and evidence is required.
- Consent – Prospective student to complete the Student Enrolment Form and provide consent by allowing TOC Australia to collect personal information from students for use by the department and other government agencies. Unfortunately, if consent is not provided, we are unable to proceed with enrolment process.
- Student must declare the information they provide with regards to eligibility is true, accurate, complete, and not misleading by providing the following:
- Proof of identity – provide USI.
- Smart and skilled eligibility
- Date of birth
- Living or working in NSW – any Commonwealth or NSW Government issued document providing evidence of living location, or employer issued document confirming employment in NSW.
- Citizenship; Australian citizen, New Zealand citizen and permanent Australian resident
- Humanitarian visa holder and Partner visa holder (if applicable)
- If Home schooled students – Copy of current certificate of home-schooling registration (if applicable)
- Year 10 completion or equivalent (if under 17 and applicable)
- Postcode for an Aboriginal or Torres Strait Islander person who lives in specific defined interstate NSW border area (if applicable)
- The provider will verify all acceptable evidence.
- Provider Calculator – TOC Australia must use the Provider Calculator to validate eligibility, input details of any credit transfers or recognition of prior learning and generate details of the fee chargeable and the applicable subsidy together with any loadings (if applicable). TOC Australia must provide the prospective student the details of the fee chargeable.
- Notification of Enrolment Report – TOC Australia will generate and maintain a hard copy or electronic copy of the Notification of Enrolment Report – Provider Copy that can be referred to where the Fee and Subsidy is adjusted after the Commitment ID is issued.
- Prospective Student Declaration – Prospective students must sign or electronically accepted a declaration confirming:
- All information provided is true, accurate, complete and not misleading in anyway
- Have been provided with details of the Fee chargeable and the TOC Australia Student Handbook.
- Commencement of Training –
- TOC Australia will take all steps to
- Commence the enrolled student in the approved qualification on the planned start date within the corresponding activity period and submit training activity date for the enrolled student within 28 days of the actual start date.
- The commitment ID will expire within 6 weeks of the planned start date if the training activity data for the enrolled student is not submitted.

HOW TO OBTAIN A UNIQUE STUDENT IDENTIFIER (USI)?
Getting a Unique Student Identifier (USI) is quick, easy and free.
Follow the steps below to create your USI:
- Go to the USI Registry System, and have a valid form of ID ready.
- Agree to the terms and conditions (if you have previously agreed to the terms and conditions, you might not see this step).
- Select Create USI.
- Select your evidence of identity document (see the types of ID you can use).
- Enter your personal details exactly as they appear on your form of ID.If the name you use for business or official purposes is not the name on your form of ID, you can choose to enter this in the preferred name field.
- Enter your contact details, including at least two contact methods.
- Confirm your identity. The USI Registry System will check and confirm your identity using the ‘Documentation Verification Service’ (DVS).
- Secure your account with a USI password and check questions.
